family quotas take a big step backwards

The State Department has announced that, as of its January 2011 Visa Bulletin, it is moving the cut-off dates for many family-based quota categories backwards. Some cut-off dates, which determine how long individuals applying for U.S. permanent residence based on a family relationship to a U.S. citizen or permanent resident have to wait, are being moved back as much as two years or even longer!
