Justin Bieber was born and raised in Canada.  As a result of his success, he was able to secure an O-1 visa which allows him to live and work in the United States.  The O-1 nonimmigrant visa is available to an individual who possesses extraordinary ability in the sciences, arts, education, business, or athletics, or who has a demonstrated record of extraordinary achievement in the motion picture or television industry and has been recognized nationally or internationally for those achievements.
To qualify for an O-1 visa, the beneficiary must demonstrate extraordinary ability by showing that the  individual has reached a level of expertise that is shared by only a small percentage of people, prove sustained national or international acclaim, and must be coming temporarily to the United States to continue to work in that area of extraordinary ability.
As for Mr. Bieber, according to Michael Wildes, “Any non-U.S. citizen could be ordered deported for crimes involving moral turpitude that are committed on U.S. soil, this includes temporary visa holders regardless of the type of visa they possess.  A crime involving moral turpitude, is one that usually requires a criminal intent, although intent alone doesn’t define the crime.  Typically, it is a crime that shocks the conscience of a state, local or federal prosecutor. From what I can tell, this act alone would not be place Mr. Bieber in removal proceedings.”
