On June 12, 2025, the Trump Administration launched a new website inviting individuals to express preliminary interest in a proposed immigration initiative informally referred to as the “Trump Gold Card.” This new program, if implemented, would offer permanent residency in the United States to foreign nationals willing to make a significant financial investment of $5 million.
The official site, https://trumpcard.gov, contains a picture of what the card is expected to look like, and provides a waitlist form where interested parties need to submit the following details:
President Trump first introduced the concept of the Gold Card in February 2025, positioning it as a potential replacement for the existing EB-5 Immigrant Investor Program. Under the current EB-5 structure, foreign investors may apply for permanent residency by investing approximately $1 million (or less in targeted employment areas) in a U.S. enterprise that creates or preserves American jobs. The proposed Trump Gold Card would raise the minimum investment threshold to $5 million and may, according to preliminary statements, offer a more streamlined path to permanent residency for ultra-high-net-worth individuals.
In his announcement, President Trump described the initiative as a means of attracting “wealthy individuals who will spend a lot of money, pay a lot of taxes, and employ a lot of people” in the United States. Critics, however, have expressed skepticism regarding the legal feasibility of such a program, particularly in the absence of Congressional involvement and authorization.
At this time, the federal government has not released formal policy documents, legislation, or regulatory guidance regarding the Trump Gold Card. Key questions remain unanswered, including whether the program would require specific investment in U.S. businesses, job creation benchmarks, or other eligibility criteria similar to the EB-5 program—or whether a direct payment to the U.S. Treasury would satisfy the requirements.
